Draft Decree on the Sale and Purchase of Goods and Related Activities of Foreign-invested Enterprises

On 29 September 2025, the Ministry of Industry and Trade (MOIT) issued the second draft of a new Decree governing the trading of goods and related activities by foreign-invested enterprises (FIEs) in Vietnam. This Draft Decree is set to replace Decree No. 09/2018/ND-CP, which has regulated such activities since 2018. While it maintains existing Business License requirements for FIEs involved in retail, the Draft introduces several updates aimed at simplifying administrative procedures, improving transparency, and aligning Vietnam’s regulations with its international trade commitments.

Building Business Partnerships in Vietnam: Trust Comes First

In an interview with IHK Rhein-Neckar, AHK Vietnam’s Chief Representative, Peter Kompalla, shared key insights on how German companies can succeed in Vietnam. E-Commerce Tax, Basel III Banking Rules & Global Minimum Tax – Key Updates for Investors

Vietnam is stepping up financial and tax reforms to align with global standards. Decree 117/2025 tightens tax administration for e-commerce, requiring digital platforms to ensure fair tax collection. Circular 14/2025 introduces Basel III compliance, strengthening bank resilience and transparency. Meanwhile, Decree 236/2025 implements the OECD Global Minimum Tax, applying a 15% effective rate for multinationals. Together, these measures mark Vietnam’s move toward a more transparent, stable, and internationally integrated financial system.
