German President Frank-Walter Steinmeier Meets with German Business Leaders in Vietnam

On January 24, AHK Vietnam and GBA Vietnam had the privilege of hosting a Business Roundtable during the visit of German President Frank-Walter Steinmeier and his delegation to Vietnam. Alongside Mr. Marko Walde, Mr. Elmar Dutt and Mr. Torben Minko, the session saw participation from over 30 CEOs from German companies with interests or investments in Vietnam.

The Business Roundtable served as a platform for discussions and exchanges concerning the opportunities and challenges in Vietnam. Key topics included the investment climate, sustainability, and the legal framework. The President Steinmeier, Labor Minister Hubertus Heil, and Parliamentary State Secretary of BMWK Kellner offered their impressions, insights, and perspectives on bilateral relations and the potential for economic cooperation between 2 nations.

Mr. Elmar Dutt said that German companies are committed to sustainable investments in Vietnam, with a clear long-term strategy. AHK Vietnam and GBA Vietnam will continue to be the nexus for German business in Vietnam.

German Business Association (GBA) Announces Its Newly Elected Chairman and Board of Directors for 2024

GBA announced the newly elected fifteen Board of Directors of the year 2024 at its Annual General Meeting on January 29, 2024. The AGM was held simultaneously in Hanoi and Ho Chi Minh City, with the participation of 134 members, both virtually and in person. Mr. Alexander Ziehe from Viessmann Vietnam was appointed as the GBA’s Chairman at the first Board meeting on 30 January 2024.

AHK Vietnam X Tagesschau: Vietnam Benefits from the Diversification Strategy of Western Companies

Follow the China plus One strategy, many countries, including Germany, aim to distribute their production sites to become less dependent on China. This trend is noticeable in Vietnam: Numerous companies are investing here in constructing factories for export purposes. Mr. Marko Walde attributes the current boom to the EU-Vietnam free trade agreement: "Vietnam has an absolute unique selling proposition in the region." Among the positive consequences of business establishments, he highlights the development of provinces that were previously not in focus. According to him, to maintain success, Vietnam must focus on the sustainability requirements of its economic partners, such as in energy supply right here>>>  

Hanoi, Vietnam – German President’s Delegation Visit to Vietnam: Skilled Migration Project Showcase, January 23, 2024 

German President Frank-Walter Steinmeier and his delegation touched down in Hanoi on January 23. During their visit, AHK Vietnam partnered with the Goethe Institute Hanoi to showcase their project program. AHK Vietnam provided insights into the success stories of "Hand in Hand for International Talents" and "ProRecognition", two initiatives by BMWK and BMBF aimed at supporting skilled workers from Vietnam to secure long-term employment opportunities in Germany. Our consultation services reached 5,000 Vietnamese individuals seeking recognition and employment opportunities in Germany. As a result, 200 qualified individuals are currently employed and residing in Vietnam, with our ongoing support and guidance.

A notable highlight involved extending a warm welcome to Mr. Michael Kellner, Parliamentary State Secretary at the Federal Ministry for Economic Affairs and Climate Action. Accompanied by CEOs of German businesses, they had the opportunity to witness the fair migration process of the Vietnamese workforce to Germany under AHK Vietnam's guidance.

AHK Blog: 2023 The Year of FDI Development: A Look at the Dynamics of German Investment in Vietnam 

Solidifying its status as Vietnam's second most crucial trading partner in the ASEAN region, Germany recorded a trade volume of 14.5 billion euros in the first 10 months of 2023. The anticipated impact of the EU-Vietnam Free Trade Agreement (EVFTA) is set to boost bilateral trade, particularly in sectors like renewable energy, Industry 4.0, and logistics. 

Vietnam's appeal to investors is driven by economic policies, including a low 20% corporate tax rate, multiple free trade agreements, and the flexibility to establish subsidiaries without requiring a local partner. The presence of a skilled workforce and modern industrial zones is attracting German companies, such as Harting Technology Group, tesa, and Magnetec Group, with more expected to follow.

AHK Asia Pacific Business Outlook: Positive Trends and Growing Opportunities 

The AHK Asia Pacific Business Outlook, derived from a survey of over 800 AHK member companies in September and October 2023, showcases a robust business situation with optimistic expectations. German companies are actively engaging in the dynamic Asia Pacific region, making investments and fostering job creation.

Binh Dinh, Vietnam – Binh Dinh Province Unveils Master Plan for the Period of 2021-2030, with a Vision to 2050, December 23, 2023 

On December 23, 2023, Mr. Marko Walde participated in the announcement ceremony of Binh Dinh province's master plan for the period of 2021-2030, with a vision to 2050. This strategic plan is essential for coordinating and managing comprehensive development across various sectors. The offshore wind project by PNE Group from Germany, with a total investment of $4.5 billion, has obtained the Acceptance of Investment Policy from the Binh Dinh Province, witnessed by the Central Party Secretary, Deputy Prime Minister Le Minh Khai, and leaders at both central and local levels.

FOCUS OF THE MONTH

Vietnam Economic Monitoring 2023 

Despite global challenges in 2023, Vietnam's economy showed signs of recovery with a growth rate exceeding 5%. CEBR forecasts an average annual GDP growth of 6.7% from 2024-2028. The total import-export turnover reached $683 billion, with notable achievements in rice exports.  

Remittances in 2023 amounted to $14 billion, while registered capital attracted by Vietnam surged to $36.6 billion, a 32.1% increase from 2022. Germany played a significant role, initiating 32 FDI projects, investing over $366.3 million, marking a 312.8% YoY increase. Vietnam's inclusion among countries with enhanced investment guarantees from the German government emphasizes its attractiveness to German businesses in Asia.

A Comprehensive Overview of the Flourishing Economic Relations between Germany and Vietnam 

Established in 1975 and elevated to a Strategic Partnership in 2011, the economic relations between Germany and Vietnam have thrived. Bilateral trade exceeded $17 billion in 2023, solidifying Germany as Vietnam's largest EU trading partner and reciprocally, Vietnam as Germany's largest trading partner in Southeast Asia. Key sectors driving this robust exchange include machinery, equipment, and tools. Furthermore, the investment landscape is flourishing, with over 500 German businesses contributing significantly to Vietnam's economy, generating 50,000 jobs. As of December 2023, Vietnam hosts 464 German FDI projects, totaling $2.74 billion, highlighting the enduring and mutually beneficial nature of this dynamic economic partnership.

INVESTMENT PROMOTION IN CLMV SUB-REGION

Hanoi, Vietnam –  Lao Prime Minister's Visit to Enhance Viet Nam-Laos Ties, January 6 – 7, 2023 

In this January, Lao Prime Minister Sonexay Siphandone concluded a significant official visit to Vietnam, reinforcing the strong bond and comprehensive cooperation between the two nations. 

In 2023, Vietnam's investment in Laos soared by 65.3% to $116.6 million, focusing on key sectors like clean agriculture and energy. Bilateral trade exceeded $1.5 billion, making Vietnam the third-largest foreign investor in Laos.  Both countries signed a MoU to enhance connectivity through projects like the Vientiane-Hanoi expressway and Vientiane-Vung Ang railway. Vietnam will actively and effectively support Laos to successfully assume the Chairmanship of ASEAN in 2024.

Connecting The Mekong Delta: Cambodia and Vietnam's Expressway Plans 

In 2023, Cambodia and Vietnam are collaborating on key transportation projects to enhance connectivity in the Mekong Delta. Cambodia's Phnom Penh-Bavet Expressway, a $1.6 billion initiative, aims to boost socio-economic ties with Vietnam and neighboring nations. It connects with Vietnam's Moc Bai-HCMC Expressway, set to ease traffic and foster economic growth in Tay Ninh Province. Vietnam – German Railway Technology in Vietnam, March 4 – 8, 2024 

Vietnam has been actively expanding and modernizing its railway infrastructure to reduce reliance on road and air transportation. Notably, a $58.6 billion high-speed rail project will connect Hanoi and Ho Chi Minh City. 

International contractors also have the opportunity to participate in two other railway lines (Thu Thiem Airport Long Thanh and Bien Hoa-Vung Tau) in the south of Vietnam. These are two significant projects contributing to the synchronization of transportation infrastructure for the new Long Thanh Airport, with a combined investment of $3.91 billion. Dürr Supplies Automated Paintshop to Thanh Cong Viet Hung

Dürr has been selected as the main turnkey contractor to design, engineer, supply, install and commission all technological equipment for the paintshop for Thanh Cong (TC) Group’s newest automotive factory complex in Quang Ninh Province, Vietnam. The automotive manufacturing and assembling plant, once being put into operation, could produce up to 120,000 cars per year and will become the first facility to assemble and make Škoda Auto-branded cars in Vietnam and Southeast Asia.

After 2 years of construction and commissioning, then official inauguration of the plant in October 2023, tesa completed the investment of 55mio Euro in a 70,000 sqm property in DEEP C Eco-Industrial Zones in Haiphong City. On January 3rd of 2024, right after the turn of the year, tesa Site Haiphong proudly made its first shipment to customers worldwide. This marked the beginning of the regular operation.

Germany and Vietnam are stepping up efforts to alleviate Germany's shortage of skilled workers. Acknowledging Germany's immediate demand for skilled workers across various fields, Vietnam, with its young and motivated population, emerges as a promising solution.  

During the visit to Vietnam, Federal Labor Minister Hubertus Heil and his Vietnamese counterpart Dao Ngoc Dung (Ministry of Labour, Invalids and Social Affairs) signed an agreement on Labour Migration Cooperation, under the witness and support of Federal President Frank-Walde Steinmeier.

AHK Vietnam X VIR: Driving Vietnam's Development with German Investments 

In an exclusive interview with VIR, Mr. Marko Walde emphasized that German businesses still consider Vietnam as one of the most potentially developing markets in Asia. Currently, 500 German companies have invested $2.68 billion in Vietnam, creating 50,000 jobs. The investment landscape showed positive trends in 2023, with $366.2 million invested in registered capital.  

To attract more foreign investors, the government should streamline administrative procedures, invest in infrastructure, enhance local competitiveness, develop industry clusters, provide specialized workforce training, adhere to international standards, and ensure a stable electricity supply.

Vulnerable Local Airlines Anticipate Rebound in 2024 

In 2023, Vietnam's domestic aviation market experienced a notable recovery, with a 34.5% YoY increase in passengers, reaching a total of 74 million. The Hanoi-Ho Chi Minh City route ranked fourth among the world's busiest, indicating a positive trend. 

In 2024, domestic airlines expect to transport 58 million passengers, while outbound routes may experience a 30% YoY increase to 19.5 million passengers. Notably, domestic route transport is forecasted to decline by 10.5%, primarily due to route adjustments and downsizing. The Ministry of Transport is considering a 50% reduction in aircraft landing and take-off service charges for domestic flights to alleviate challenges faced by airlines in the current uncertain market.

PNE AG Has Obtained the Acceptance of the Investment Policy from Binh Dinh Province for Offshore Wind Power Project Worth $4.6 Billion 

Recently, PNE AG from Germany has obtained the Acceptance of Investment Policy from the Binh Dinh province and is currently awaiting licenses for the subsequent phases of the offshore wind project implementation. This decision was made at the end of December 2023 during the "Announcement Conference of Binh Dinh Province Planning for the Period 2021-2030, Vision to 2050." The outcome is a result of collaboration between PNE and AHK Vietnam. Mr. Marko Walde had the honor of representing PNE to receive this approval at the conference.

ESG: A Competitive Advantage and an Opportunity for Vietnam

In a recent interview with Hanoi Television, GBA Co-Chairman Mr. Torben Minko shared his insights on the importance and benefits of ESG (environment, society, governance) for businesses and investors. He also discussed the challenges and opportunities for small and medium-sized enterprises (SMEs) in Vietnam to adopt ESG practices and standards. 

Mr. Minko explained that ESG is not only a moral obligation, but also a competitive advantage for businesses, especially in the German market, where customers and regulators demand high ESG standards. He suggested that Vietnam should provide more training, seminars, and support for SMEs to understand and implement ESG, as well as create a favourable environment and incentives for them to do so.

AHK Vietnam X VIR: Institutional Reform to Enhance Economic Resilience  

In a follow-up to the October 11, 2023 article, Ms. Huyen Nhu Lanh of AHK Vietnam and Prof. Andreas Stoffers of Friedrich Naumann Foundation discussed the impact of the German Supply Chain Due Diligence Act (LkSG) on Vietnamese businesses in an interview with VIR. 

As of January 1, 2024, LkSG now covers all German companies with over 1,000 employees, affecting around 2,000 more companies. Ms. Huyen Nhu emphasized that LkSG requires a "duty of effort" instead of an absolute "duty of guarantee," stressing the need for businesses to make reasonable efforts within their capacities to address labor and environmental risks. The interview also highlighted the importance of proactive compliance for industries in Vietnam heavily reliant on global supply chains.

German Supply Chain Act (LkSG) Enters the Second Phase of Implementation 

The German Supply Chain Due Diligence Act (LkSG) entered its second phase on January 1st, 2024, expanding its scope to cover all companies in Germany with over 1,000 employees. The expansion added an estimated 2,000 German companies to the regulatory framework. 

The LkSG was originally passed in 2021 and officially came into effect on January 1st, 2023, requiring German companies to conduct due diligence on human rights and environmental issues in their global supply chains. In the first year, the Federal Office for Economic Affairs and Export Control (BAFA) conducted 486 inspections, with positive results for large companies. However, challenges are anticipated in extending the Act to medium-sized companies due to their limited resources and risk management protocols. BAFA will closely monitor responses to ensure effective implementation.

Supply Chain Due Diligence Act Control and Enforcement Measures By BAFA 

German Supply Chain Due Diligence Act (LkSG) imposes social and environmental responsibilities on companies. The Federal Office for Economic Affairs and Export Control (BAFA) oversees compliance, enforcing fines for failure to meet due diligence duties. Fines range from €800,000 to 2% of global turnover. Obligated enterprises must appoint individuals for risk management, facing fines of up to €500,000 for non-compliance. 

LkSG mandates a yearly risk analysis meeting set standard. BAFA has authority to subpoena, inspect, and demand actions, backed by financial penalties. Section 15, §1 allows BAFA flexibility in enforcing measures based on company size and effectiveness.

Clock Ticks: Deadline for Initial Reporting on January 31, 2024 

As of October 1, 2023, the Carbon Border Adjustment Mechanism (CBAM) is in a transitional phase, targeting imports in various sectors. Importers must submit their first quarterly CBAM report by January 31, 2024, covering October to December 2023, with reporting obligations until the end of 2025. 

To assist importers, the Commission adopted the Implementing Regulation on August 17, 2023. Until the close of 2024, companies can choose from three reporting methods; from January 1, 2025, only the EU method will be accepted.

Support Skilled Vietnamese Workers Entering the German Labor Market  

A 2023 survey by the German Chamber of Commerce and Industry (DIHK) revealed that 62% of 21,000 businesses face a significant risk due to a shortage of skilled labor. Germany's aging population and low birth rate have led to 1.8 million unfilled jobs.  

Addressing this, AHK Vietnam has supported skilled Vietnamese workers to work in Germany through two projects Prorecognition and Hand in Hand for International Talents. Since implementation, up to now more than 5,000 people have received advice and information support; About 200 young people have successfully come to Germany and many other candidates are in the preparation process.

Vietnam – German Investors’ Positive Feedback about the EVFTA‘s Effects, January 19, 2024 

On January 19, 2024, Mr. Björn Koslowski, accompanying Member of European Parliament Mr. Bernd Lange, visited German investors' facilities in North-East Vietnam. Facilitated by the Friedrich Ebert Foundation, the visit included an investor lunch and meetings with companies Harting and RRC. Mr. Lange, a key negotiator of the EU-Vietnam Free Trade Agreement (EVFTA), took the opportunity to assess the agreement's impact since its enforcement in 2020. 

German investors provided overwhelmingly positive feedback, considering EVFTA a major Unique Selling Proposition (USP) for Vietnam as a manufacturing location. Since the agreement's implementation, trade between Vietnam and the EU has surged by a third, accompanied by numerous accomplishments and new FDI projects.
