Kosovo, through its 2022-2031 energy strategy, has set an ambitious target of achieving 15.7% energy savings compared to the 2017 baseline consumption. This translates to an average annual energy savings rate of 0.8% over the next decade. Meanwhile, the European Union has taken a monumental leap by almost doubling its annual energy savings obligation. The newly recast Directive requires EU countries to achieve an average annual energy savings rate of 1.49% from 2024 to 2030, a significant increase from the previous requirement of 0.8%. This initiative will drive energy savings across critical sectors such as buildings, industry, and transport, paving the way for a more sustainable and energy-efficient Europe.

EASIER FINANCING AND INNOVATIVE APPROACHES TO BUILDING RENOVATION Only 1% of buildings in the Czech Republic undergo comprehensive renovation each year. To achieve energy efficiency and decarbonisation targets, the rate of renovation needs to at least double. Three key directives on energy consumption in buildings have been updated in recent months. The newly adopted Energy Efficiency Directive (EED) requires a reduction in energy consumption in buildings of at least 1.9% per year. At the same time, the Czech Republic has not yet met the target of mandatory increases in energy savings in buildings. The newly adopted Renewable Energy Directive (RED) requires a 55% reduction in greenhouse gas emissions by 2030. Most recently, the Energy Performance of Buildings Directive (EPBD) introduces zero-emission buildings and minimum energy efficiency requirements for existing buildings. In response to the ambitious targets of the high-impact directives, two years ago the so-called Roundtables were established as a platform to bring together experts from construction companies, financial institutions, energy companies, government and academia to find solutions for easier financing and innovative approaches to building renovations. The results of the seven roundtables so far, in the form of more than fifty concrete measures discussed, will be presented at a gala roundtable on 11 January. Organised by Bureau of Energy Efficiency (ऊर्जा दक्षता ब्यूरो), a high-level workshop on 'Voluntary Action Plan on Doubling the Rate of Energy Efficiency Improvement by 2030' was held in New Delhi on 16 October 2023 with the knowledge support from Sustainable Energy for All (SEforALL), International Energy Agency (IEA) and AEEE. During the second panel discussion titled "Opportunities to Double the Global Rate of Energy Efficiency Improvement by 2030 ," experts discussed international collaboration opportunities to enhance best practices in buildings, industry, and transportation. They also examined strategies for encouraging behavioral and lifestyle changes and coordinating financial efforts to boost energy efficiency. The session was moderated by Brian Dean, Director, Energy Transition, SEforALL following the context setting by Cornelia Schenk, Energy Efficiency Policy Analyst, IEA. Arijit Sengupta, Director, BEE, brought attention to the valuable insights gained from the transport sector and the enhancements made, with the aim of encouraging their global adoption. Bansi Shukla, Senior Programme Manager, Shakti Sustainable Energy Foundation, emphasized the need for a threefold increase in investment to attain energy efficiency objectives. She also outlined three key recommendations to pique the interest of investors, which include policy support, risk management, and showcasing success stories. Additionally, she stressed the significance of retrofitting motors as a means to enhance energy efficiency. Edyta Nowak, Policy Officer, European Commission, underscored the importance of optimising the use of public funding to facilitate the mobilization of finances in a suitable funding landscape. She also brought attention to the 'Energy Efficiency First' principle embraced by the European Commission. Larissa Gross, Program Lead, E3G, stressed that Energy Efficiency plays a pivotal role in expediting the broader transition, especially concerning renewables and various other domains. She underscored the significant role that Multilateral Development Banks (MDBs) could play in financing Energy Efficiency initiatives. She highlighted the need to sustain the momentum generated during the G20 and SDG dialogues on Energy Efficiency until CoP28, where India could potentially have a substantial impact in maintaining this momentum moving forward. Romania has great potential in the renewable energy sector and investors also have the support of the authorities, so I see no reason why investments should not continue. Dan Dragos Dragan, State Secretary, Ministry of Energy: There is always room for improvement in primary legislation and where we are now analysing the impact of the latest regulations, related to the PNRR, that have been adopted in Romania. We are considering projects for hydrogen and green energy production as well as photovoltaic panels. These are some of the lines we have already accessed in European funds.

Manila Electric Company To Invest PHP100 Billion In Sustainable Energy Projects By 2030 The Manila Electric Company (Meralco), the Philippines’ largest distribution utility, is set to invest PHP100 billion by 2030 to enhance energy security and address climate change challenges. The capital expenditures will focus on initiatives such as grid reliability improvement, system loss reduction, transition to natural ester oil for distribution transformers, implementation of energy efficiency solutions, and expansion of electric vehicle (EV) fleets and infrastructure.
